Information prior to the Assembly

The Open Forum for CSO Development Effectiveness is pleased to announce the second and final Global Assembly of the Open Forum, which will take place at Allson Angkor Paradise Hotel, Siem Reap, Cambodia, on the 28th, 29th and the 30th of June 2011, facilitated by the Cooperation Committee for Cambodia (CCC).

Background Information

Following the first landmark Open Forum Global Assembly in Istanbul, Turkey, in September 2010, the second Global Assembly brought together over 200 CSOs (Civil Society Organizations) from across the globe to endorse the contents of the International Framework for CSO Development Effectiveness. Partner government and donor representatives and other development actors were also present.

Whereas the Istanbul Assembly of the Open Forum laid the foundation for the International Framework by facilitating the adoption of the eight Principles of CSO Development Effectiveness, the second Global Assembly in Cambodia aimed to finalize the Framework as a political statement on the road to the Fourth High Level Forum on Aid Effectiveness in Busan, South Korea, in December 2011.

General objectives of the Open Forum at the second Global Assembly include:

- Discuss, analyze and get final endorsement for the International Framework for CSO Development Effectiveness, elaborating on the guidelines, mechanisms and indicators, as well as recommendations for enabling environment, based on the consultations and consensus generated from the Open Forum consultation process
- Mobilize CSOs and advocate around the CSO political strategy, including the Open Forum strategy towards HLF4 and beyond
- Explore the emerging activities and commitments at the national, regional and international levels on CSO development effectiveness
- Continue the multi-stakeholder debate with governments, donors and other development actors on CSO development effectiveness and the enabling environment for CSOs on local, regional and global levels

Agenda of the second Global Assembly of the Open Forum

- Day 1: Presentation, discussion and finalization of the International Framework for CSO Development Effectiveness

- Day 2: Civil Society capacity-building and information-sharing workshops

- Day 3: Multi-stakeholder dialogue and discussion around development effectiveness and the enabling environment for CSOs & CSO Strategy for HLF4 and beyond
